Cluster Analysis for Pop. Segmentation and Outreach: A Case Study in Missouri

Public health leaders from the State of Missouri and subject matter experts from Deloitte will discuss an approach for population segmentation utilized in Missouri for COVID-19 vaccine outreach. Across the state of Missouri, ten community segments were identified using clustering techniques – exhibiting distinct characteristics across vaccine uptake, sociodemographic, and behavioral characteristics. Tailored public health outreach recommendations were developed for each segment, specific to its unique makeup and informed by behavioral science and COVID-19 response best practices.
As a result, local public health leaders were able to better understand their communities’ specific challenges and focus their vaccination efforts on the most promising intervention strategies. This repeatable approach can be used by public health officials to segment populations of interest and design tailored outreach for many priorities beyond COVID-19.
